In my letter of the 28th November, I promised to write to you again in reply to your letter of the 23rd November, enclosing one from a Mr. A.H.Skene about Hong Kong University.

while Colonel Stanley was at the Colonial Office a number of persons were asked to serve on a small Advisory Committee for the purpose of drawing up plans for the restarting of Hong Kong University as soon as possible after the liberation of the Colony. Before the Committee had been assembled, however, the war in the Far East came to an end and it was decided to suspend action until the matter could be discussed with Mr.Sloss, the Vice Chancellor, who had been in internment. Mr.Gloss WAB strongly of the opinion that the practical task to which this small Committee was limited should not be undertaken until a decision had been reached on certain matters of policy which he felt called for urgent consideration. The late Secretary of State decided, therefore, to strengthen the Committee previously proposed, and invited the new body to advise on the future of the University.

This Committee, of which the Vice Chancellor was a member, after a detailed examination of the issues submitted a confidential report. The report is at présent under consideration.

Pending decisions on the questions considered by the Committee, the Governor of Hong Kong, with the approval of the Colonial office and the Vice Chancellor, established in Hong Kong last September a Committee known as the University Interim Committee, authorised to make the facilities of the University available for the purposes of higher education.
